Immigration Expatriate Service Department (ESD) Registration

Foreign investors who wishes to grow their business in Malaysia or local registered company which intend to employ expatriates are required to register and obtain approval from the Malaysia Immigration Department via online portal (ESD) before they are allowed to apply for any Professional Pass or Employment Pass.

ESD covers all industries except IT and entertainment industry.

Any local or foreign incorporated company with business nature related to IT activities which intend to employ expatriates will need to first register and obtain approval from (MDEC).

MSC status is granted to IT companies involve in system development. With an MSC status, the IT company enjoys certain tax incentive and allows the company to bring in more IT professionals to be involve in the development.

The company that intends to hire foreign expatriates must showcase to the government that such foreign expatriates and the position are of vital importance and their jobs cannot be filled by local citizens. A company must check to see if it is eligible to apply for an employment pass. The key requirements are outlined as follows:
